Board formulates bond question

The Carson City School Board sketched out the rough draft of what will become the bond question presented to the voters on Nov. 7.

"I feel that it's pretty close to where we would like it to be," said Superintendent Jim Parry. "It captures the essence of the projects and we tried very hard to explain the arguments for and against."

The board will ask voters to approve an $18 million bond to fund general improvements throughout the district, increase security, and improve technology.

A committee of various members including Parry, Board President Jean Kvam and Trustee Bob Crowell formulated a preliminary question to be presented at Tuesday's board meeting.

"It's a good first effort for the rest of the school board members to take a look at," Parry said.

Among the arguments listed in favor of the bond is the need to augment the science labs at the high school.

"At the high school, there are not enough seats to accommodate the student population and demand for science curriculum," the question states. "Bond proceeds will be used to renovate/upgrade existing labs at Carson Middle School and provide additional seats in this curriculum at the high school."

The question also addresses safety concerns and the need to upgrade technology.

It also calls for a general upgrade of deteriorating systems that were installed before 1955.

"These systems are inefficient and expensive to operate," it said.

The question also lists arguments against the bond such as, "The school district should focus on the basics of reading, writing and arithmetic. It is not necessary to have additional technology components in our schools or provide an opportunity for every student to take a science lab."

It suggests that as long as the heating, electrical and plumbing systems still work, they do not need to be replaced.

Also, if the bond is not approved the district's debt levy could decrease.

The bond question explains that, if passed, taxes should not increase but should remain constant.

"We tried to be very clear and candid about what we want," Parry said.
