Finalization of Lyon County, Rolling "A", Stanton Park agreement

DAYTON - All differences have been resolved and conditions agreed upon, assuring an east Dayton Valley regional wastewater treatment plant will be built.

Following a last-minute meeting between all parties, Lyon County Commission Chairman LeRoy Goodman; Christo Bardis, President of LARA Inc., owners of the Rolling "A" Ranch properties, and Edd Furgerson, President of Stanton Park Development, Inc., signed an agreement placing the new plant on 12 acres west of Fort Churchill Road and south of River Road.

Conditions of the agreement say Bardis will grant to the county at no cost an access and utility easement sufficient to provide a transmission line, utilities and access to the necessary access to the site.

Bardis will also incur engineering and testing costs related to ensuring the suitability of the plant site and other affected areas. He will receive credit for these costs in future connection fees.

Stanton Park will design and construct a minimum of two phases of the plant, adequate for 110 homes. In compensation, will also receive credits towards hookups. If Bardis fails to meet conditions regarding the transmission lines, Stanton will build only one phase of the plant and construct a transmission line across an agreed upon alternate route.

Stanton will construct a sewer transmission line from Stanton properties, on the north side of Highway 50, to the point where it will be aligned with the line constructed by Bardis across Highway 50 to the south. Stanton will also pay Bardis for costs associated with the necessary deepening of the Bardis portion of the sewer line.

Upon completion of all conditions within the agreement, the plant and sewer main will be turned over to the county which will assume responsibility for maintenance.

The agreement ends several months of discussion between the all parties regarding where and when the plant and infrastructure would be constructed.

Stanton officials said they became frustrated with an apparent lack of action on the part of Rolling"A" owners to reach an agreement with the county. In September, Stanton Park officials said they would build their own "package plant" to the north of Highway 50 if Rolling "A" property owners did not come up with an agreement to building on the River Road site within 90 days.
