Sound wall only for one side of stree?

I am disturbed by the notion of a sound wall being built on only one side of Graves Lane. Both the River Knolls subsidivision and the neighborhood west of Graves Lane should receive the same consideration for a sound barrier. The Empire neighborhood west of Graves has a lower per capita income, lower property values, assisted living and a high ratio of minority citizens. I fear these are the reasons the city is willing to overlook their needs; i.e., a classic case of haves and have-nots. RTC Chairman Plank stated, "What standard did we set on (North) Graves Lane? To do anything less on (South) Graves Lane is questionable." Clearly, to do anything less on the west side of South Graves Lane is questionable and wrong.
