Water district to discuss crossing state boundaries

The Carson River's regional monitoring agency will consider Thursday crossing state boundaries to expand its membership.

The Carson Water Subconservancy District will consider the feasibility of having Alpine County in California become a member of the four county organization. Churchill County was accepted into the district last fall.

If Alpine County were to be included, all counties along the river's path would be represented. The degree of Alpine County's authority on the board, however, would be determined by the type of agreement established.

As a result of a meeting between legal representatives from the district and Alpine County, two options will be recommended to the board:

- an interlocal agreement, setting up a separate group to meet occasionally with Alpine County to deal with relevant issues, but giving it no formal participation in the district;

- or by approval of a bi-state compact, requiring both California and Nevada Legislative approval.

The Carson Water Subconservancy District Board comprises 11 members, including five members from Douglas County and two each from Carson City, Lyon and Churchill counties.

The district was created by the Nevada Legislature to foster cooperation between members toward the conservation, development and protection of the water resources of the upper Carson River Basin. The headwaters of the Carson River are in Alpine County.
