Steven Conroy, a 49-year-old Carson City man, was driving the first car investigator's have confirmed struck the teen as she stood in the right, southbound lane of the highway.
Fischer said it's unknown how many cars struck Lemmon.
"We know of at least three," he said.
Conroy was arrested following the 12:40 a.m. accident on suspicion of drunken driving.
According to a Reno Justice Court clerk, no documents have been filed in support of Conroy's arrest.
