Hildebrand earned registration as a civil engineer in Nevada.
He has worked five years for TEC, specializing in subdivision planning and engineering as well as water rights.
He is an engineering graduate of the University of Nevada, Reno.
Xu, who has 20 years experience in hydrology and hydrogeology including five years as TEC's senior hydrologist, has been designated as a certified environmental manager in the state.
He earned a doctorate from UNR after completing his undergraduate and master's degree work at the University of Tongii in China.
