School district solar project faces appeal to supervisors

After a victory in court Thursday in which a judge ruled that the Carson City School District had met bid requirements to build solar panels at five schools, the district faces another hurdle this week.

The Carson City Board of Supervisors will hear Thursday an appeal filed by Paul Eastwood of a planning commission decision to grant a special use permit to the district to build an array of solar panels on 60,000 square feet behind Seeliger Elementary School on South Saliman Road.

Eastwood believes the project would damage an environmentally sensitive area and destroy open space used by neighborhood children. He also believes there are better locations for the solar panels.

Director of operations for the school district, Mark Korinek, however, said it is the best location.

Supervisors are also scheduled Thursday to:

• Discuss and accept the Carson City Comprehensive Annual Financial Report for the fiscal year that ended June 30.

• Adopt a resolution approving an interlocal agreement between the city and Storey County for the services of the city's public guardian.

• Adopt a resolution supporting Nevada Legislature Bill Draft Request 40-648, making precursor drugs to methamphetamine, such as ephedrine, pseudoephed-rine and phenylpropanola-mine prescription only.

• Discuss and take possible action to appoint members of the board of supervisors to various boards, committees and commissions.

• As the Liquor and Entertainment Board, they are scheduled to approve Silvya De La Rosa as the liquor manager for Kei Sushi, located at 3220 Highway 50 East, Suite 4.

The Carson City Board of Supervisors meets at 8:30 a.m. Thursday in the Sierra Room of the Carson City Community Center, 851 E. William St.

Other meetings this week:

• The swearing-in ceremony of Carson City Officials will be at 11 a.m. Monday in the First Judicial District Court, Dept. 1.

The Oath of Office will be given by Judge James T. Russell to Assessor Dave Dawley, Clerk/Recorder Alan Glover, District Attorney Neil Rombardo, Sheriff Ken Furlong, Treasurer Al Kramer and Supervisor Ward 3 John McKenna.

The oath will be given by Judge James E., Wilson Jr., to Supervisor Ward 1 Karen Abowd, School Trustee District 1 Ron Swirczek, School Trustee District 3 Stacie Wilke-McCulloch, School Trustee District 4 Lynnette Conrad and School Trustee District 6 Barbara Myers.

• The Redevelopment Authority Citizens Committee meets at 5:30 p.m. Monday in the Sierra Room of the Carson City Community Center.

The redevelopment Authority is considering phasing out the sales tax incentive program and wants to know the committee's recommendation.

The proposed policy would provide commercial property owners an opportunity to redevelop their existing vacant buildings by applying for a sales tax no later than March 21, 2011, after which the Redevelopment Agency would no longer offer such agreements.

• The Parks and Recreation Commission meets at 5:30 p.m. Tuesday in the Sierra Room of the Carson City Community Center. Commissioners are scheduled to elect a chairperson and vice chairperson and to review the commission's bylaws.

The commission will discuss two documents for the Nevada Stateline-to-Stateline Bikeway Project, the south portion's environmental assessment and feasibility draft.

Also up for discussion will be the aquatic facility's hours of operation.
