Nevada Association of Counties Executive Director Jeff Fontaine will brief the Carson City Board of Supervisors Thursday on activities that should be of interest to the city during the upcoming legislative session.

City officials and county officials throughout the state have expressed concern that with a state budget shortfall projected to be anywhere from $1 billion to $3 billion, and a new governor who has vowed to not raise taxes, some services could be transferred to the city.

In other matters, supervisors are scheduled to:

• Take possible action to appoint Deborah Morzoline as the public guardian of Carson City for a term of four years and to adopt a resolution establishing policies and guidelines for the public guardian.

• Introduce on a first reading two ordinances to amend zoning of property in and around the Carson City Landfill to make it consistent with the proposed land uses when ownership transfers from the Bureau of Land Management to Carson City.

• Accept the Carson City Master Plan annual report.

• Authorize a request to submit proposals for a single-family residence at 1104 Palo Verde Drive to develop affordable housing.

• Action regarding an appeal of the Planning Commission's approval of a special use permit for photovoltaic arrays at Eagle Valley Middle School.

• Review the Carson City Operations Scorecard.

• Take possible action to approve the application form, timeline and schedule for the appointment of a replacement Justice of the Peace for Robey Willis, and authorize the city manager to appoint a selection committee.

• Appoint one member to the Planning Commission to fill a term to expire in June 2012.

The Carson City Board of Supervisors meets at 8:30 a.m. Thursday in the Sierra Room of the Carson City Community Center, 851 E. William St. Go to www
