Kate Thomas has been named manager of the Office of Management and Budget for the City of Reno, and Bill Thomas has been named the city's director of community development. (The two are not related.)
Thomas, who worked for the city from 2004 until 2007, most recently was a deputy in the office of the Nevada Secretary of State.
She earned an undergraduate degree from Michigan State University and a master's in business from the University of Phoenix.
Thomas has worked 27 years in planning and development, including previous work for the municipal governments of Reno and Cheyenne, Wyo.
He also has worked as president of Conrey Consulting LLC., managing partner for Evans Ranch LLC, director of entitlements at Pacific West Companies and vice president of Summit Engineering Corp.
Thomas earned a bachelor's degree in urban and regional planning from Penn State.
