Officials to consider new ward boundaries

The Carson City Board of Supervisors will consider adopting an ordinance Thursday to delete the existing ward boundary descriptions and establish four new reapportioned

boundaries.

The Carson City Charter requires the city be divided into four wards that must be as nearly equal in population as can be conveniently provided, and the territory comprising each ward must be contiguous, said Carson City Clerk Recorder Alan Glover in a report to the board.

The 2010 U.S. Census showed that Ward One had a population of 13,746; Ward Two, 14,217; Ward Three, 13,413; and Ward Four, 13,898.

"To meet the Constitutional and statutory requirements, the number of people in Ward Two and Ward Four had to be reduced, and Wards One and Three needed to be increased," Glover said.

"This was accomplished by moving people who live south of King Street, north of West Fifth Street, west of Carson Street and east of Thompson Street from Ward Four into Ward One," he said.

"Ward Two was reduced in population by moving people who lived west of Fairview Drive and south of Streamboat Drive into Ward Three," he said.

The populations are now:

• Ward One, 13,826, represented by Supervisor Karen Abowd, roughly the northwest part of town

• Ward Two, 13,815, represented by Supervisor Shelly Aldean, roughly the northeast part of town

• Ward Three, 13,815, represented by Supervisor John McKenna, roughly the southeast part of town

• Ward Four, 13,818, represented by Supervisor Molly Walt, roughly the southwest part of town

Glover said the new ward boundaries follow the lines as they have existed in the past and "are not dissimilar to the ward boundaries adopted in 1981."

If approved, the Carson City Nevada Official Ward Map will be filed and recorded with the Office of the Carson City Clerk Recorder.

Supervisors also are scheduled to discuss or take action to:

• Receive an award from the American Planning Association of Nevada Chapter for Outstanding Cultural or Environmental Plan for the Carson City Vital Community Act.

• Adopt on second reading an amended sign ordinance that will allow advertising on passenger bus shelters.

• Re-establish the Carson City Redevelopment Authority Citizens Committee and continue suspension of the Redevelopment District incentive programs for small, private redevelopment projects.

As the Board of Health members will discuss or take action to:

• Hear a Carson City Health and Human Services activity report.

• Hear a presentation on a report by Emily Brown with the Nevada Public Health Foundation.

• Accept a draft of the Carson City Community Health Improvement Plan.

• Accept a report on donations received for Animal Services since the last Board of Health meeting.

As the Redevelopment Authority, they will discuss or take action to:

• Re-establish the Carson City Redevelopment Authority Citizens Committee and continue suspension of the Redevelopment District incentive programs for small, private redevelopment projects.

• Approve amendments to the Redevelopment Authority Citizens Committee bylaws.

• Amend the Carson City Redevelopment Authority Policies and Procedures regarding financial assistance for special events, including application process, application requirements and application review criteria.

• At 5 p.m., the board will reconvene to appoint two members to the Open Space Advisory Committee, one to fill a term that will expire in January 2012, and one to fill a term that will expire in January 2013.
