A transient who reportedly dropped a pair of suspicious packages Tuesday at the Department of Motor Vehicles will not face charges related to the incident.
Charles Self, 65, has been transported to the Washoe County jail on outstanding arrest warrants out of Reno for failure to maintain proof of insurance and multiple traffic violations.
“He’s out of our hands,” Sheriff Ken Furlong said, adding, “No threat was made by him; he was just angry and stormed out.”
The Carson City Fire Department was handling an unrelated call when the bags were spotted.
Personnel said they smelled an unknown odor coming from them, then moved them outside.
The DMV building was evacuated, and streets nearby were closed for several hours. Doors were locked at the Capitol.
The Tahoe Douglas Bomb Squad was called to the building at 3:41 p.m. and found the packages posed no threat, according to the Nevada Highway Patrol.
Self was arrested nearby, at Stewart and Carson streets, shortly after the packages were discovered.
“He was a little destitute and had issues” getting his car registered, as well as problems with insurance, Trooper Barbara Stapleton said. “He truly had no idea he’d done anything wrong.”
Caleb Cage, executive director of the Nevada Office of Veteran Services, reached out to the Washoe County Jail to help get Self services when he is released.
“I was informed by the Governor’s Office that he’s a veteran and we reached out to folks to” try to get him services, he said.
