Carson City Board of Supervisors to take up Schulz Ranch development’s landscape plan

A key aspect of the Schulz Ranch subdivision’s pre-development requirements will go before the Carson City Board of Supervisors Thursday.

The development, with 100 lots initially and 424 eventually for residential housing, will be located on Carson City’s south side in the vicinity of Racetrack Road east of Carson Street/U.S. Highway 395. The aspect reaching the board for the second time is Schulz Ranch Landscape Maintenance District Petition language, which must be accepted and approved. The petition language was first presented to board members in Dec., 2014, but required more work.

“Staff and the consultant feel that the revised petition resolves the questions and concerns expressed by the board during the Dec. 18, 2014, meeting,” according to a staff synopsis.

The Parks and Recreation Commission approved a recommendation for approval by the board and for acceptance with an added stipulation all revenue derived from the landscape maintenance district must be dedicated solely to the maintenance of the proposed Schulz Ranch Development, according to staff.

In addition, the board is scheduled to take final action on an ordinance to change the zoning of property at 1001 Mountain St. and 608/610 W. Washington St. to allow development of a congregate carte nursing facility with a memory care unit. The actual change would be from public community to multi-family apartment zoning.

Backers of the nursing facility already received a special use permit for it from the Planning Commission, but contingent on this zoning approval by the city’s governing board.

Among other items on the Thursday agenda are sewer bond issuance authorization, allocating community development block grant and community support services grant funding, and selecting two members each for the city Cultural Commission and Open Space Advisory Committee.
