Appeal challenges Carson City north side apartments

An appeal from a Carson City Planning Commission decision has been filed to challenge a special use permit granted for the north side construction of a 90-unit apartment complex.

The GS Richards apartment complex proposed for the northwest corner of GS Richards Boulevard and Country Club Drive near Silver Oak Golf Course secured 5-2 planning commission approval on Sept. 30, but the appeal would send the issue on to the city’s Board of Supervisors.

Planning Manager Susan Dorr Pansky, who said an appeal had been received from neighbors who opposed the project, noted Friday an accompanying document that was supposed to be attached would be needed prior to close of city business Monday afternoon. When that completes the appeal requirements, she said, it likely goes on a board agenda for one of the November meetings. If it clears that final hurdle, the project would go on more than four acres.

The project was listed in the Community Development Department’s first monthly community development report issued earlier this month and was labeled then as approved pending building permit.

The report, which deals with projects submitted and those already approved, includes major proposals going back months. Among them is the Hop and Mae Adams Foundation’s mixed use commercial and residential makeover of the old Citibank building downtown, which requires additional planning commission oversight for more parking, a 41-lot subdivision at 2450 Eagle Station Lane that goes before the city’s governing board Thursday, and others.

Among older projects previously through the planning process and pending building permit issuance were the large Schulz Ranch residential subdivision at Racetrack Road and Topsy Lane, the Mountain Street assisted living facility for congregate and memory care, low-income housing apartments at 430 Jeanell Drive, Carson City’s animal services facility about to begin, and the Boys and Girls Clubs teen center addition under building permit review.

Among other in process projects noted in the monthly report were the United Federal Credit Union at 1350 E. William St., the Carson Dermatology building at 1505 Medical Parkway, the city’s multi-purpose athletic center near 1860 Russell Way, all listed as under construction. The huge downtown Capital Mall project, approved last May, was also listed but labeled as approved pending building permit.
