Carson City Board of Supervisors to discuss marijuana ordinance, revisit storm water rates

The Board of Supervisors this week will take up a marijuana ordinance the Planning Commission voted to recommend last week.

The ordinance would allow marijuana retail stores, cultivation, production and manufacturing businesses, and marijuana distributors to locate in varying commercial zones, all as a conditional use, meaning each business would require a special use permit to operate.

The ordinance also requires marijuana retail stores to be co-located with medical marijuana dispensaries.

Carson City has so far limited medical marijuana dispensaries to two although four are allowed under state law.

Another ordinance establishing a business license for the various marijuana establishments will also be heard on first reading.

The board will revisit storm water rates.

In March, the Utility Finance Oversight Committee recommended a three-year rate increase, which the board rejected and directed Public Works staff to come up with a new plan.

The board will vote on the staff recommendation of a one-time, across the board rate increase of 30 percent for debt service on a $4.87 million bond to finance multiple storm drain improvement projects throughout Carson City.

A 30 percent hike would push the monthly rate for a single-family home from the current $4.38 to $5.69.

The supervisors will interview three candidates — Garrett Lepire, Bepsy Strasburg and Hope Tingle — to fill one vacant spot on the Planning Commission.

The board will vote whether to accept the 2018 audit projects recommended by the Audit Committee.

The projects are internal control testing of grants, review of large Public Works projects, an IT security review, performance metrics validation, follow up on the public guardian, ongoing internal auditor services, audit findings validation, and fraud, waste and abuse program coordination.

The board also will decide whether to approve a $1 million IT hardware contract, a $304,531 vaccine contract and to remove $311,081.31 in uncollectible accounts from the Ambulance Fund.
