Edwin James earns NWRA Lifetime Achievement Award

The 2025 Nevada Water Resources Association Lifetime Achievement Award was presented to Carson Water Subconservancy District General Manager Edwin James.

The Jan. 29 ceremony was part of this year’s annual NWRA conference. Candidates must have contributed a significant portion of their career to Nevada's water resources.

James has a Bachelor of Science in soil and water science from University of California, Davis, a Master of Science in civil engineering from University of Colorado, Boulder, and a Master of Business Administration from University of Phoenix.

James started his career working for the Denver Water Department negotiating and purchasing water rights. He then worked for the Chino Basin Municipal Water District in Southern California managing the Chino Groundwater Basin and was responsible for imported water deliveries from the Metropolitan Water District.

In 1994, he became general manager for the Jurupa Community Service District in Southern California. James has been CWSD general manager since August 1998.

James served as an NWRA board member from 1999-2023. His achievements included hiring its executive director, planning for numerous conferences, symposia, and workshops, and helping bring the organization back to financial health when it ran in the red in 2008.
